THE MINISTER OF AGRICULTURE AND FISHERIES (LORD LEE OF FAREHAM) had on the Paper an Amendment to insert the following new subsection at the end of the Schedule— (4) Where in the year nineteen hundred and eighteen, no rate was made which corresponds to or under regulations made as aforesaid is deemed to correspond to a current rate, the amount in pound at which the corresponding rate was made in that year shall for the purposes of this Act be treated as nil. The noble Lord said: The Amendment which stands on the Paper in my name is a technical Amendment for the purpose of removing an ambiguity as to the effect of the Bill where a new rate is proposed, such as the water rate, and where there was no such rate in 1918. In these cases no part of the rate will be payable while the Bill is in operation.
