LORD BALFOUR OF BURLEIGHIt is rather an extraordinary reason to give. If it had made any alteration I could understand the disagreement, but if it made no change what is the object of disagreeing?
§ LORD LEE OF FAREHAMI am informed that where there are surplus words there is always a danger, particularly with arbitrators, that something may be read into words that is not intended to be there.
