Clause 4, page 6, line 22, leave out "in respect of an improvement."

The Commons disagree with this Amendment for the following Reason:

Because, the Amendment will not alter the effect of the Bill.

I am informed that this is pure surplusage of words. There is no point in it. I beg to move that this House doth not insist upon its Amendment.

It is rather an extraordinary reason to give. If it had made any alteration I could understand the disagreement, but if it made no change what is the object of disagreeing?

I am informed that where there are surplus words there is always a danger, particularly with arbitrators, that something may be read into words that is not intended to be there.
