LORD BALFOUR OF BURLEIGH had given notice to call attention to the increasing practice of legislation by reference, and to move the following Resolution—

That it be an Instruction to the Committee on Standing Orders to take into consideration the desirability of framing an Order requiring that all enactments referred to in any Bill introduced into the House should be set out in an Appendix to the Bill.

The noble Lord said: My Lords, I will not inconvenience the House by proceeding with this Motion now. It can quite well stand over until the beginning of next session.
