§ 12. Licences for the purposes of this Act may be issued by a Secretary of State and may be issued on such terms and subject to such conditions (including the payment of a fee) as the Secretary of State thinks proper.
THE EARL OF ONSLOWThe Amendments which I have on the Paper to Clauses 12 and 13 are of a drafting character. In Clause 7 (1) (b) reference is made to "persons licensed or otherwise authorised," and in Clause 7 (2) to the authorisation of persons to do the things set out in that clause. My Amendments are in order to make it clear that Clauses 12 and 13 refer both to licences issued to persons and authorities which may be granted generally to bodies of persons.
