On the Motion for the adjournment of the House, may I express to your Lordships my regret that I should have been ten minutes late in taking my seat upon the Woolsack. It so happened that your Lordships' House was sitting in its judicial capacity to-day, and I understood, quite wrongly it appears, that when sitting in its judicial capacity the House would meet at the ordinary time.
