I need not detain your Lordships more than a moment with this Bill. It is word for word the same as the Bill which your Lordships passed for England on the Motion of my noble and learned friend Lord Buckmaster. It extends the principle of that Bill to Scotland. I therefore, without saying more, move that the Bill be read a second time.
