My Lords, I beg to make the Motion standing in the name of the Lord President. If your Lordships approve, it is suggested by several members of the House that the name of Lord Kintore should be added as a Peer who has had experience in these matters. I merely wish to say that if any members of your Lordships' House desire to make proposals to this Committee I am assured that the Lord Chairman of Committees and the Lord President, and I doubt not other members of the Committee, will be most happy to receive those, proposals and to give them careful attention.

Moved, That a Select Committee be appointed to consider and report upon proposals that have been made for improvement in the Procedure of this House, and to report whether the Standing Orders do or do not require to be altered for the purpose; and that the Lords following, with the Chairman of Committees, be named of the Select Committee, viz.:—
