May I ask the noble Lord to give some explanation of this Bill? This is the Second Reading stage, and I think your Lordships will expect something to be said regarding the objects of the measure.

The noble Earl (Lord Crawford) who is in charge of the Bill is not at the moment in the House.

This is not the first occasion on which this kind of thing has happened. I beg to move that the debate be adjourned, and if necessary I shall press the House to go to a Division.
