Clause 42, page 30, line 15, after the second ("act") insert ("or in the case of a. borough the population of which is less than 10,000, or of an urban district the population of which is less than 20,000, may, if the Board think fit, by order, empower the county council to act") The Commons propose to amend this Amendment by leaving out ("the population of which is less than 10,000 or of an") and inserting ("or other")

I move that this House doth agree with the Commons in their Amendment in Clause 42, with this alteration—that after "20,000" the words "or of a rural district" be inserted. This is merely to make it clear that the county councils shall act in default.

Moved, That this House doth agree with the Commons in the said Amendment, with the further Amendment that after "20,000" there be inserted "or of a rural district."—(Viscount Peel.)
