Clause 23, page 17, line 20, leave out ("may") and insert ("shall")

The Commons disagree to this Amendment for the following reason: Because it makes expenditure by local authorities compulsory, and the Commons consider that it is unnecessary on their part to offer any further reason, hoping that the above reason may be deemed sufficient.

Speaker has ruled that this is a privilege Amendment, for reasons which are given. I am not prepared to debate the decision at which Mr. Speaker arrived, and I apprehend that your Lordships will be prepared to concur in the Motion which I now make.
