My Lords, before business begins I beg leave to inform your Lordships that to-morrow the Lord President intends to make a statement as to the terms of Peace. I accordingly propose that a Motion should be taken to-morrow at the beginning of business giving this statement precedence over the other Notices and Orders of the Day, and I trust that your Lordships will agree to this course being taken. The actual terms of the Notice which the Lord President is putting on the Paper are as follow:—
