My Lords; I have given notice of half-a-dozen Amendments, but I can assure you that they are purely drafting and technical and do not in any way change the principle of the Bill to which you gave unanimously a Second Reading. I suggest that they be agreed to en bloc, and I so move them.

Clause 1, page 1, line 18, after subsection (2 insert the following new subsection: (3) Where the Public Libraries Acts have been adopted by the council of a county the council may borrow for the purposes of those Acts as for the purposes of the Local Government Act, 1888: Provided that money borrowed for the purposes of those Acts shall not be reckoned as part of the total debt of the county for the purposes of subsection (2) of section sixty-nine of the Local Government Act, 1888, and that sixty years shall be substituted for thirty years in subsection (5) of the said section sixty-nine as the maximum period within which money borrowed for the purposes of those Acts is to be repaid.

Clause 3, page 2, lines 16 and 17, leave out ("for a library district the library authority of") and insert ("by an authority which is not the library authority of an existing library area and")

Clause 3, page 2, line 28, leave out from ("may") to ("delegate") in line 30, and insert ("refer any matters relating to the exercise by them of their powers under the Public Libraries Acts to the education committee established under the Education Acts, 1870 to 1918, and may")

Clause 3, page 2, lines 30 and 31, leave out ("any of their powers under the Public Libraries Acts") and insert ("to that committee any of those powers")

Clause 3, page 2, lines 32 and 33, leave out ("to the education committee established under the Education Acts, 1870 to 1918").

Clause 4, page 3, line 28, after ("borough" insert ("including a metropolitan borough").

Clause 10, page 5, line 25, after ("Acts") insert ("or in which a public library has been established and is being maintained under or by virtue of any local Act").—(The Earl of Crawford.)
