I wish, by leave of the House, to move some Amendments. I know that these Amendments have not been printed, but they are purely drafting and I hope that I shall be allowed to move them.

My Lords, I would point out that it is the invariable rule of your Lordships' House that Amendments should not be moved at the Third Reading stage unless they have been first printed and notice given. The reason for that is obvious. Amendments made earlier can be amended at the later stage.

THE MARQUESS OF SALISBURY

I am sure we are much obliged to my noble friend for calling attention to this deviation from the proper practice. It must be quite understood that we cannot have Amendments of substance, apart from drafting Amendments, introduced on Third Reading except after notice has been given.
