HL Deb 15 December 1919 vol 38 c89

Order of the Day for the Second Reading read.

VISCOUNT PEEL

My Lords, I beg to move the Second Reading of this Bill. I understand that an arrangement has been arrived at by which the discussion—if discussion there be—shall be taken on Thursday on going into Committee or on the clauses of the Bill in Committee. I will therefore content myself by saying now that this Bill has two main purposes— first, to allow the Government to give subsidies to private persons and associations for the building of houses; and second, to enable local authorities to issue short-dated bonds on the security of the rates in order to finance their building operations. There is also a provision with regard to preventing luxury building.

Moved, That the Bill be now read. 2a(Viscount Peel.)

THE MARQUESS OF SALISBURY

I think, as the noble Viscount has said, it is a convenient course that we should take the discussion on this Bill at the next stage. Looking round at the Benches at this moment, I think that those of us who are here will agree that our eloquence would be better expended upon another occasion.

On Question, Bill read 2a, and committed to a Committee of the Whole House.
