Clause 4, page 2, line 5, after ("to") insert ("Scotland or")

The Commons disagree with this Amendment for the following Reason:

Because the operation of the Bill now being limited to the case of yearly tenancies, the exclusion of Scotland from its operation is no longer necessary or desirable.

I move that your Lordships do not insist upon your Amendment. When this Bill left your Lordships' House Scotland was excluded, and certain noble Lords—including the Duke of Buccleuch and Lord Balfour of Burleigh—left this House, I think, under the impression that that was to be so. I understand that their objection mainly was that tenancies of longer than one year were included in the Bill. I accepted an Amendment that nothing but yearly tenancies should be affected by the Bill, and this, I understood, disposed of their Lordships' objection. I have not been able to communicate with them to-day, but in these circumstances I do not think they will have any objection to Scotland being included.
