My Lords, I do not see the noble Marquess, Lord Salisbury, in his place, but I am going to move that this Bill be now read a third time. I explained yesterday that it would be necessary to take all the stages of this Bill to day, and therefore if the noble Marquess were here he could not complain of not having been given notice.
