HL Deb 16 July 1918 vol 30 c853

Read 3a (according to Order).

Clause 12:

Repeal of section nine of the principal Act.

12. Section nine of the principal Act (which enables county councils to delegate their powers and duties to district councils) shall be repealed.

VISCOUNT PEEL

My Lords, there is a small Amendment on the Paper which I would ask the leave of your Lordships to move. It is to add at the end of Clause 12 the words "unless on the representation of the county council concerned the Local Government Board otherwise direct." I have put down this Amendment to meet an undertaking that I gave to the noble Earl, Lord Lichfield, in order to make assurance doubly sure that in cases where delegation is still permitted under this Bill there shall be no fear that that delegation shall be stereotyped.

Amendment moved— Clause 12, page 4, line 36, at end insert ("unless on the representation of the county council concerned the Local Government Board otherwise direct").—(Viscount Peel.)

>THE EARL OF LICHFIELD

I am much obliged to the noble Viscount for having looked into the matter and for putting down these words, which will make ambiguity impossible in the future.

On Question, Amendment agreed to.

Moved, That the Bill do now pass.—(Viscount Peel.)

On Question, Bill passed and sent to the Commons.
