THE UNDER-SECRETARY OF STATE FOR INDIA (LORD ISLINGTON)

My Lords, in moving that this Report be received I desire to correct a mistake which I made yesterday in the remarks that I addressed to your Lordships, and which, if published in India, might lead to misunderstanding and misapprehension. In explaining a modification in the clause of the Bill which proposes that rulers and subjects of certain Native States should be eligible for civil and military appointments, I gave as an illustration of independent States and frontier States that of Cashmere. I was incorrect in giving that as an illustration. Cashmere would come under the category of Native States, and would enjoy with the other Native States of India the privilege of eligibility for military and civil appointments.
