My Lords, I beg to make the Motion standing in my name. I understand that it is not resisted by the promoters of the Bill, and therefore I think it unnecessary to trouble your Lordships with the reason why this Petition is so late in being presented. I regret that the Lord Chairman of Committees is not able to be here to-day, being detained, I understand, on important business in Ireland. I beg to move.

Moved, That Standing Order No. 92 be dispensed with so as to enable the London County Council to present a further Petition against this Bill.—(Viscount Peel.)
