had on the Paper a Motion to amend Standing Order No. 1, regulating Judicial Proceedings in this House. The noble and learned Lord said: My Lords, this Motion refers exclusively to the Judicial procedure of the House. I was anxious, had your Lordships favourably considered the Motion, that the new arrangement should commence with the next ensuing legal term. The noble and learned Earl, Lord Halsbury, with whom I have communicated on the matter is, however, not prepared to approve the proposal; and as he is anxious to state to. your Lordships his reasons for not agreeing, I would ask that the Motion be adjourned until such time as the noble and learned Earl may be able to attend the House.
