LORD STANMORE

My Lords, the law which regulates the appointment of special constables in Scotland requires that the persons so appointed shall be between the ages of twenty and fifty, and that the appointments shall be for a period not exceeding six months. Both these limitations have been found to be inconvenient and unnecessary in the present circumstances, and this Bill has been introduced to meet the wishes of the Police authorities, who want to be empowered to appoint suitable men over fifty years of age and for a period not necessarily limited to six months.
