§ Report by the Chairman of Committees of the House of Lords and the Chairman of Ways and Means in the House of Commons under Section 2 of the Act—
- 1. That the provisions of Clauses 4 and 5 of the Caledonian Railway Order are of such a character and raise such questions of policy and principle that they ought to be dealt with by Private Bill and not by Provisional Order;
- 2. That, save as aforesaid, the Provisional Orders be allowed to proceed, subject to such recommendations as may hereafter be made with respect to the several Orders.
