THE CIVIL LORD OF THE ADMIRALTY (THE DUKE OF DEVONSHIRE)

My Lords, this Bill is required to meet a slight difficulty that has occurred in connection with the recent Proclamation which prevents trading with those of enemy nationality in China, Siam, Persia, and so on. Under the Trading with the Enemy Proclamation of September 9 trade is only permitted with the enemy as there defined, but under the new Proclamation "enemy" is extended to cover persons of enemy nationality resident and carrying on business in non-enemy countries; and the small adjustment in this Bill is necessary to enable the Customs authorities to act under the Proclamation. No new principle is involved.
