My Lords, at this period of the session I understand that a Bill is invariably brought in to continue various laws that would otherwise expire by the mere effluxion of time. The Bill to which I ask your Lordships to give a Second Reading this afternoon continues for the space of one year a variety of Statutes of one sort or another which would otherwise expire on December 30 or in the month of March next.
