§ A.B., on the day of, in the county of, being a person over the age of sixteen years having the custody, charge, or care of C.D., a child ill-treated or neglected the said child, or caused or procured the said child to be ill-treated or neglected in a manner likely to cause the said child unnecessary suffering or injury to its health.
