My Lords, I regret that my noble friend Lord Newton is unable to be here this afternoon, and in his absence I beg to move the Second Reading of this Bill, and I trust that your Lordships will not only read it a second time but pass it through its remaining stages to-day. The Bill raises no new principle. It merely deals with a number of details which in the light of experience it has been found advisable to incorporate with the Army Acts.
