THE DUKE OF DEVONSHIRE

My Lords, I beg to ask the Lord Chancellor whether he has yet made rules under the Trading with the Enemy Act enabling creditors of firms in the enemy's country to obtain judgment and get payment out of the assets of their enemy debtors in this country; and whether he is aware that the delay in making these rules is causing grave inconvenience to creditors who delivered goods before the war.

The regulations are drafted and are being considered at the present moment by experts. I hope that they will be published with the smallest possible delay.
