My Lords, I think that this Bill tells its own story. It empowers the magistrates of burghs in Scotland to make regulations in regard to street collections and also in regard to the sale of articles in the streets for charitable purposes. The regulations will have to be approved by the Secretary for Scotland before they come into force, and in any case they will not interfere with ordinary street trading. Street collections have become very common on flag days and on other occasions, and their number is so great that it is necessary that local authorities should have some control over them and that there should be a guarantee that the large sums collected are properly administered.
