His MAJESTY'S Answer to the Address of the 16th of March last, delivered by the Lord Chamberlain (L. Sandhurst), and read as follows, viz.:—

"I have received your Address against the Draft Proclamation creating an Executive Council for the United Provinces of Agra and Oudh, which was laid before your House on the 2nd of February last.

"In accordance with your prayer I will direct that no further proceedings shall be taken on the Draft Proclamation, without prejudice to the making of a new draft."

The LORD CHANCELLOR acquainted the House, That the Clerk of the Parliaments had laid upon the Table the Certificate from the Examiners that the further Standing Orders applicable to the following Bill have been complied with:

Blyth Harbour.

Also the Certificate that the Standing Orders have not been complied with in respect of the Petition for additional Provision in the following Bill:

London County Council (General Powers).

The same were ordered to lie on the Table.
