THE FIRST COMMISSIONER OF WORKS (LORD EMMOTT)

My Lords, certain sheriffs' substitutes are serving His Majesty in connection with the war. It is very doubtful whether the present law allows an interim appointment in their place, because they cannot be said to be away on account of ill-health. It is to remedy that fault in the law that this Bill is introduced.
