My Lords, this Bill need not occupy, I hope, more than two minutes of your Lordships' time, because it has already passed through all its stages in this House last year. It is a Bill to enable the Disciplinary Committee of Solicitors to exercise a discretion and a judgment themselves, subject always to the control of the Judges of the High Court That is, indeed, all that is in the Bill It is a most desirable measure, and I believe that all the parties concerned concur in it Accordingly I hope your Lordships will give the Bill a Second Reading.
