THE LORD CHANCELLOR (VISCOUNT HALDANE)

My Lords, I rise to move that it is desirable that all Consolidation Bills in the present session be referred to a Joint Committee of both Houses of Parliament. Your Lordships are aware that in past sessions a series of Bills for consolidating the law have been with great advantage passed through a Second Reading and referred to a Joint Committee and there investigated, and they have then come up for approval and been passed into law by both Houses. If your Lordships think fit to reappoint the members of this House to the Joint Committee which has done such good work, I am sure that we shall have further fruits from the process, especially if we have the advantage of the chairmanship of my noble and learned friend Lord Loreburn, who has done so much to assist in these matters. If the House approves, I should propose, when the time comes to submit the names of the Committee, to add that of my noble friend Lord Gorell, who has taken great interest in this subject.
