My Lords, I beg to present a Bill to amend the law relating to indictments in criminal cases and matters incidental thereto. The Bill provides for a good deal being done by rules, and in order that the matter may be made clear I purpose having the rules printed and laid on the Table of the House so that they may be considered along with the Bill.
