THE FIRST COMMISSIONER OF WORKS (EARL BEAUCHAMP)

My Lords, this being one of the class of measures which are of a semi-public and semi-private nature, I do not intend to delay your Lordships in saying anything upon it in moving the Second Reading. I understand that it will appear before a Committee of your Lordships' House in the course of the next few days, and in those circumstances I will content myself by formally moving that the Bill be now read a second time.
