My Lords, the Bill to which I had intended asking your Lordships to accord a Second Reading this afternoon is one to give powers to local authorities in Ireland to make contributions towards local nursing associations, but I have been informed that this Bill, if it were passed by your Lordships' House and went down to another place, might be there considered a breach of the privileges of the House of Commons. In those circumstances I do not proceed with the Bill, and I ask your Lordships' permission to withdraw it.
