Order of the Day for the Second Reading read.

LORD STRACHIE

My Lords, this is another Treasury Bill. It authorises the Treasury to advance a sum not exceeding £3,000,000 by way of loan to the Protectorates of British East Africa, Nyasaland, and Uganda. The various amounts are set out in the schedule to the Bill, and the usual rule obtains that the money is not to be advanced at any loss to the Treasury. I beg to move.
