THE EARL OF GRANARD

My Lords, as your Lordships will see from its title, this is a Bill to amend Part II of the National Insurance Act, 1911. It involves no great change of policy. It benefits in some cases the employer and in other cases the workman. As regards the employer the most important clause is Clause 5, which simplifies the conditions for a refund to employers under Section 94 of the main Act. The workman gets advantages both under Clause 1 and Clause 14. The rest of the Bill is mainly of an administrative character, and I venture to ask your Lordships to be good enough to give it a Second Reading.
