Order of the Day for the Third Reading read.

THE LORD PRESIDENT OF THE COUNCIL (EARL BEAUCHAMP)

My Lords, in moving the Third Reading of this Bill perhaps I ought to explain to your Lordships that I am unable, on consideration, to meet the wishes which were expressed in another place when this Bill was there considered. The suggestion was made that the period during which the building should be finished should be reduced from three years to two years, but I do not think that in the present state of the finances of the country it is desirable to apply any greater stringency than there is at the present moment. Therefore, with your Lordships' approval, I would venture to leave the Bill as it is at present in view of the special circumstances.
