Order of the Day for the Second Reading read.

LORD BALFOUR OF BURLEIGH

My Lords, I do not propose to make any speech in moving the Second Reading of this Bill. I said all that I thought necessary on the occasion of introducing it. Any communication I have had has been entirely favourable to the Bill. A certain number of purely drafting Amendments have been suggested. I propose, if your Lordships are good enough to give the Bill a Second Reading to-day, to take the Committee stage pro forma this day week and put in the drafting Amendments, and thereafter let the Bill go through its other stages.
