EARL RUSSELL had the following Notice on the Paper— To ask His Majesty's Government to meet the convenience of the public by issuing stamps representing the value of four weekly contributions under the National Insurance Act; and to call attention to certain correspondence with the National Health Insurance Commission (England). The noble Earl said: My Lords, at the request of the Department concerned, I propose to postpone this Question until Monday, but I think I have reason to complain in connection with this matter. This Question has been on the Paper a good many weeks, and I should have thought that the answer might have been forthcoming by now. But on coming down to the House to-day I received a communication asking me to postpone it. Whilst, of course, complying with the request, I venture to say that the course adopted is a very inconvenient one.
