THE PARLIAMENTARY SECRETARY TO THE BOARD OF AGRICULTURE AND FISHERIES (LORD LUCAS)

My Lords, this Bill was introduced in the House of a Commons on May 22 and met at that time with considerable opposition. Negotiations were entered into and they were very protracted, chiefly owing to the illness of Mr. G. H. Roberts, the Member for Norwich, who was supporting the principal objectors to it. As a matter of fact, a compromise was arrived at which allows the Bill to proceed as an unopposed measure, and I therefore hope that your Lordships will consent to suspend the Standing Order and allow the Bill to be read a second time.

Moved, That the Order made on the 24th day of April last, "That no Provisional Order Confirmation Bill brought from the House of Commons shall be read a second time after Thursday the 4th day of July next" be dispensed with, and that the Bill be now read 2a.—(Lord Lucas.)
