THE LORD BISHOP OF WINCHESTER, who had given notice "to call attention to the affairs of the Congo," said: My Lords, I think at this stage of the sitting I shall consult the convenience of the House, and perhaps the importance of the subject, if I ask leave not to proceed with the matter to-night, but put the Notice down for Thursday, which day I have ascertained is convenient to the noble Viscount who represents the Foreign Office.
