My Lords, I have not had time to consider the Amendments which the Government have put down, and in the circumstances I ask the leave of the House to postpone the Committee stage.

The Government, of course, offer no opposition to the postponement, but I might say that the Amendments standing in my name have been put down merely in the spirit of assisting the noble Earl to attain the object he has in view.
