My Lords, there has been some delay in Committee in regard to this Bill and the next Bill standing in my name on the Paper. It is very important that they should pass through all their stages to-day. I have been in communication with the Lord Chairman, who thoroughly agrees with the course which I ask your Lordships to take—namely, to suspend Standing Order No. 39 as regards these two Bills.
