My Lords, I move to resolve "That it is desirable that all Consolidation Bills in the present session be referred to a Joint Committee of both Houses." The purpose of this Motion is to provide for a Joint Committee for the purpose of considering Consolidation Bills, of which we have had several with most excellent results, the object being not to alter the law in any particular but simply to try and make it more intelligible to the ordinary human being than it is at present. I beg to move.
