ought to be dispensed with and leave given to the Committee on the Bill to insert the additional Provision:

That the Standing Orders not complied with in respect of the

• Swansea Corporation Bill

ought to be dispensed with, provided that, failing the consent of the Glamorgan County Council and Swansea Rural District Council, so much of Tramway No. 5 as is situate outside the Borough of Swansea be struck out of the Bill:

And that the Standing Orders not complied with in respect of the petition for additional Provision in the

• London County Council (General Powers) Bill

ought not to be dispensed with.
