My Lords, I beg to move for the Return which stands in my name.

Moved, That there be laid before the House a Return giving particulars of official inquiries into shipping casualties held at home and abroad between the 1st July, 1896, and the 30th June, 1911, the reports of which contained any material comments or statements as to the vessels concerned being in charge of uncertificated and irresponsible masters and mates.—(Lord Ellenborough.)
