My Lords, I beg to move that Standing Order No. 143 be considered in order to its being dispensed with in respect of this Bill, and that the Bill be read a third time. The effect of suspending the Standing Order will be to expedite slightly the progress of this Bill, which is a late Bill, and for that reason I commend the Motion to your Lordships.
