LORD BALFOUR OF BURLEIGH

My Lords, before this Motion is put I should like to ask the noble Viscount the Leader of the House how far this is going to be put in practice. Here is a Bill, for instance, the Shop Hours Bill, which is down for Second Reading to-day. Are we to have a Committee stage on that, or is it to be put through all its stages this afternoon?
