My Lords, with your permission I wish to make an explanation. My attention has been called to the fact that in describing this Bill to your Lordships yesterday I used words which were not strictly accurate. What I said was that this Bill was introduced by Mr. Haves Fisher in another place, and that after consideration this Bill, together with the Bill of the Government, was referred to a Standing Committee. What I ought to have said was that this Bill was introduced by Captain Jessel in another place, although the Second Reading was moved by Mr. Haves Fisher. I have been requested to make that correction.
